Outside the main cities the Portuguese bus market is highly fragmented, with bus service concessions typically lasting 10 years, but with subsequent 5-year extensions. There is no competitive tendering, and maximum fare levels are controlled by the central government.
Proposals to create new metropolitan authorities may lead to the introduction of competitive tendering for bus and rail services in the Lisbon and Porto metropolitan areas. We are well placed to bid for new business.
